That's why it was said that the apsara are heavenly dancers, who entertain the gods. Or sometimes were sent by the god Indra to seduce men such as the great Hindu sages or yogis to end their intense meditation.
The god Indra and others feared that some sages would rise beyond the gods like Buddha with the state of enlightenment.
But the apsaras were also exclusive dancers at Khmer royal court, Khmer royal dynasties were Deva raja (God King) and all were associated with the God Indra on Earth, apsara dance was only reserved to h categories then Khmer cars

Religious ceremonies or dance were usually practiced to entertain kings but also to honor the Hindu pantheon gods and ask for blessing from them during festivals like Maha sankranta, in Khmer temples.
Although Khmer apsaras were very beautiful, kings and princes refrained from sleeping with them. Just the idea was not allowed. Indeed, the Apsaras were considered to the ancient Khmer kings as virgin and sacred daughters, exclusively reserved for the gods.
We believe that during the era of King Jayavarman VII, there were 3,000 apsara dancers during festivals in each Khmer temple.
The Apsaras, however, could come from all different social categories.
